Sara Noguchi, Ed. D.
Interim Superintendent
Sara Noguchi, Ed.D is the former Interim Superintendent of Sacramento City Unified School District, a post she held for seven months. During that time, she guided the district through the state’s new Local Control Accountability Plan (LCAP) process, led implementation of a new student information system, oversaw a field test of California’s new online testing program and worked to deliver a balanced budget that included the restoration of custodial staff to campuses.
Dr. Noguchi has worked in the field of education for more than 20 years, specializing in meeting the needs of high poverty populations. She earned her doctorate degree in Education Leadership focusing on building the leadership capacity of secondary school principals.Her doctorate studies focused on developing a deeper understanding of the adult learner and identifying the diverse professional development needs of secondary principals.
Dr. Noguchi has experience in all levels of public education: Schools, central offices and state offices. She worked for the California Department of Education in the professional development division during the time when California State Standards were first introduced to the state. As a result, she has witnessed the importance of leadership when initiating large scale change processes.She has worked and supported both the California Department of Education and the Sacramento County Office of Education in a variety of ways to assist with the deep implementation of the California Common Core State Standards.
In the past two years, her work had focused primarily on supporting principals in leading change at their school sites and supporting the ¾«Æ·SMÔÚÏßӰƬ Priority School initiative.
At the site level, Dr. Noguchi has served as a principal in a high poverty community. She began her career as a teacher.
