Response to Public Comment
Is the district raising class sizes for the 2013-14 school year?
No. District class
sizes are at contract maximum and cannot be increased. The
district has no intention of raising the current class sizes for
the 2013-14 school year.
The May 16 Board agenda contains two routine consent agenda items
titled: 鈥淎pproval to Submit Class Size Waiver Request for Grade
Kindergarten for Fiscal Year 2013-14鈥 and 鈥淎pproval to Submit
Class Size Waiver Request for Grades 1-3 for Fiscal Years 2012-13
and 2013-14.鈥 These waivers are required by law in order to
continue staffing at the current class-size ratios for the
upcoming school year. Even though class sizes are not increasing,
our district was encouraged by the State Department of Education
to apply for this waiver to avoid the district being subjected to
a large administrative penalty.
Will the district look into a case regarding an employee at a school who I believe is being overpaid and is unqualified for his position?
A complaint was filed in this matter. It has been assigned to the Human Resources Director for investigation.
What is the district plan to allow for custodial staff to take vacation during the summer?
Currently,
custodial staff is able to submit vacation requests for 1-2
weeks. The District is currently in the process of adding
positions. Once personnel are placed, custodial staff will be
able to submit extended vacation requests.
Will the class size wavier effect the quality of teaching by removing the limitation of class sizes?
The waiver does not remove class-size limits. These limits are negotiated with Sacramento City Teachers Association (SCTA) and are part of the SCTA contract. The waiver provides the district relief from a significant state penalty in the case 鈥 which is rare 鈥 of a class exceeding state class-size limits.
Will Joseph Bonnheim be allowed to apply for conversion to a charter school in 2013-14?
Board Policy (BP) and Administrative Regulation (AR) timelines in regards to charter conversion schools clearly state that the district will only accept conversion charter school petitions between September 1 and December 15 if the intention is to begin operation the following school year. These timelines were created to ensure sufficient time to coordinate all the complex moves involved in a charter conversion. In the best interests of students, families and staff, 精品SM在线影片 is committed to upholding Board鈥檚 policies and timelines. The lead petitioners can submit a start-up charter petition in the fall 2013.
What is the process for families from closing/receiving schools to enroll in the after school program for 2013-14? How has this been communicated to the parents?
To ensure equity in the process, parents from closing and receiving schools were invited to participate in an After-School Program Lottery Week. Families were notified of the lottery week via Connect ED phone calls translated in all languages. In addition, clinics were held at every school to help parents fill out lottery forms and to explain the process.
Can I see the letter from the California Department of Education saying there would be penalty if we did not get the class size waiver?
California Education Code (EC) sections 41376 and 41378 prescribe the maximum class sizes and penalties for districts with any classes that exceed the limits established in 1964.
